Particulars of Organization, Functions and Duties

2.1 Objective/purpose of the Institute

To provide for instruction and research in such branches of engineering and technology, sciences and arts, as the Institute may think fit, and for the advancement of learning and dissemination of knowledge in such branches.

2.2 Mission / Vision Statements

To provide scientists and technologists who would be the leaders in research, participate in design, development and technology management in the country to meet global challenges to our society and industry.

2.3 Brief history of the Institute and context of its formation

The history of the IIT system dates back to 1946 when a committee was set up by Hon'ble Sir Jogendra Singh, Member of the Viceroy's Executive Council, Department of Education, Health and Agriculture to consider the setting up of Higher Technical Institutions for post war industrial development in India. The 22 member committee headed by Sri N.R.Sarkar, in its report, recommended the establishment of four Higher Technical Institutions in the Eastern, Western, Northern and Southern regions, possibly on the lines of the Massachusetts Institute of Technology, USA, with a number of secondary institutions affiliated to it. The report also urged the speedy establishment of all the four institutions with the ones in the East and the West to be started immediately. The committee also felt that such institutes would not only produce undergraduates but they should be engaged in research, producing research workers and technical teachers as well. The standard of the graduates should be at par with those from first class institutions abroad. They felt that the proportion of undergraduates and postgraduate students should be 2:1.

With the above recommendations of the Sarkar committee in view, the first Indian Institute of Technology was born in May 1950 in Hijli, Kharagpur, in the eastern part of India.

Initially the IIT started functioning from 5, Esplanade East, Calcutta and very soon shifted to Hijli in Sept. 1950. The present name 'Indian Institute of Technology' was adopted before the formal inauguration of the Institute on August 18, 1951, by Maulana Abul Kalam Azad.

IIT Kharagpur started its journey in the old Hijli Detention Camp where some of our great freedom fighters toiled and sacrificed their lives for the independence of our country.

The history of IIT Kharagpur is thus intimately linked with the history of the Hijli Detention Camp. This is possibly one of the very few Institutions all over the world, which started life in a prison house.

Pandit Nehru in his first convocation address in 1956 said Here in the place of that Hijli Detention Camp stands the fine monument of India, representing India's urges, India's future in the making. This picture seems to me symbolical of the changes that are coming to India.

Powers and Duties of Officers and Employees

Director is the Principal Academic and Executive Officer of the Institute. The Director shall be responsible for the proper administration of the Institute and for the imparting of the instruction and maintenance of discipline therein. The Director has the power to incur expenditure in accordance with the procedure as may be laid by the Board/MHRD from time to time. Director has the power to fix the recommendation of the Selection Committee, initial pay of an incumbent at a stage higher than minimum of scale but not involving more than 5 increments in respect of post of which appointment can be made. For more details please refer to Statute 9.

Deputy Director shall assist the Director in academic and administrative work and maintaining liaison with Institution of higher learning and research. Registrar is the custodian of records, funds of Institute and such other properties of the Institute.

Other officers and staff of the Institute assume powers, responsibilities and duties as assigned to them from time to time by the Director.

Procedure followed in Decision Making Process

The Institute has a Director, a Deputy Director, Seven Deans, Heads of the Departments, Centers and Schools and a Registrar, who carry out the various functions of the Institute as per procedures laid down in the Statues of the Institute. The decision is communicated to public by notices, announcements, website and advertisements. The final authority to vet the final decision is the Director / Board of Governors / IIT Council / Visitor of the Institute. The Institute takes decision regarding students' affairs, staff affairs, facilities of the Institute and its infrastructure.

Subsidy Programmes

The under-mentioned subsidies are provided to the students:

  1. Full tuition fee waiver for SC / ST students
  2. Financial assistance for SC/ST students (free mess on basic menu, pocket allowance of Rs. 250/- per month and exemption from paying seat rent) whose guardian's annual income (for both salaried and non-salaried persons) should not exceed Rs. 50920.00.
  3. A waiver of about 50% application fee for JEE and GATE examinations for SC / ST candidates.
  4. Merit-cum-means scholarship of Rs.1000/- per month and a tuition fee waiver is awarded to 25% of students admitted under B.Tech, B.Arch, Dual Degree, Integrated M.Sc. and 2 year M.Sc program on fulfillment of prescribed Merit / Means criteria.
  5. A preparatory course of one year's duration is conducted for the SC/ST & PD students, in order to prepare them for first year of the 4 years B.Tech. programme.

Purchase Procedure

1. Indian Institute of Technology (IIT) Kharagpur is an Institute of Eminence and funded by the Government of India, thus all procurement, i.e., procurement of Goods, Services and Works are made following the Government of India guidelines which are stipulated on the followings as on date;

  • General Financial Rules (GFRs) 2017;
  • Manual for Procurement of Goods updated June, 2022;
  • Manual for Procurement of Consultancy & Other Services updated June, 2022;

  • Orders, Memorandums issued by the Ministry of Education (MoE) from time to time;

3. The BoG vide Office Order No.: MS/B-1(197)/2020/3098 dated: 07.07.2020 has conveyed the delegation of Financial Power and the prescribed limit for all procurement at the Institute.
