Sustainable Procurement / Purchase Policy

Indian Institute of Technology (IIT) Kharagpur is an Institute of Eminence and funded by the Government of India. Thus, all procurement, i.e., procurement of Goods, Services and Works, is done following the guidelines of the Government of India which are stipulated as follows as of date:

  • General Financial Rules (GFRs) 2017
  • Manual for Procurement of Goods updated June, 2022
  • Manual for Procurement of Consultancy & Other Services updated June, 2022
  • Manual for Procurement of Works updated June, 2022
  • Orders, Memorandums issued by the Ministry of Education (MoE) from time to time
  • Any resolutions passed by the Board of Governors (BoG), IIT Kharagpur

Right to Information

All bids for procurement of Goods and Services which are available on Government e-Marketplace (GeM) are published on GeM Portal (https://gem.gov.in). However, in case of non-availability on GeM Portal, tenders related to procurement of Goods, Services and Works are published on Institute website (www.iitkgp.ac.in) and Central Public Procurement (CPP) Portal (https://eprocure.gov.in/epublish/app and https://eprocure.gov.in/eprocure/app) following the guidelines as stipulated in the aforementioned GFRs 2017 and Manuals.

The BoG vide Office Order No.: MS/B-1(197)/2020/3098 dated: 07.07.2020 has conveyed the delegation of Financial Power and the prescribed limits for all procurement at the Institute.

IIT Kharagpur is committed towards encouraging the procurement of sustainable goods and services for academic research and other institute requirements. Future investments in the Institute shall take into account the following factors:

  • Expansion of renewable energy use in the Institute and reduction in purchased electricity by increasing bioenergy, wind energy and solar energy generation.
  • High efficiency heat pumps for water heating in the new hostels will be installed and will use 1/3 of the conventional water heater energy consumption.
  • As cooking is a major contributor to CO2 emissions on campus, alternative methods for cooking such as use of solar cookers and solar water heaters will be introduced on campus.
  • ISI, BEE, GRIHA and Ecomark certificates and labels will be incorporated in tender specifications where possible.
